University Hills Streets Project


Guiding Principles

1.  This is a self-managed, independent committee.  Members should select a chairman (a
non-Trustee), meet as often as necessary, organize itself as it sees fit, form teams with specific
assignments, and talk to whomever is necessary to fulfill this assignment.  No subdivision funds may
be spent or committed without first obtaining Trustee approval.  Trustees will provide ongoing
resource advice as non-voting members of the committee and help keep the group focused on the
mission, guidelines and priorities.  

2.  Nail down facts and details, pros and cons, of a variety of different, creative approaches and
financing mechanisms, including the overall cost of each option, the projected cost-per-property
owner, etc.  The only Trustee-imposed constraint is that any proposed solution must be a "whole
subdivision" approach.  That is, the Trustees will not entertain any recommendation that fragments
and divides our neighborhood on a street-by-street basis.  University Hills acts together.  

3.  Let common sense rule.  The committee should seek the most practical, long-term approach that
solves the neighborhood's streets problem over the next 15-20 years.  Members must develop a
cost-effective consensus solution that it believes is "sellable", defined as:  (a) acceptable by all three
Trustees, (b) acceptable by at least two-thirds of property owners, and (c) acceptable by University City.
 

4.  The committee's work must be wholly ethical and transparent in every respect.  There is zero
tolerance for self-serving, favoritism, patronage, vested interests or hidden agendas.  Any person
behaving otherwise will be asked to leave.
